My friends h1b got rejected 2years back , he once again applied for new one in this fin year from diffrent company , does old petion will effect the new one, as he not shown th eold one while filing the new one

Wilmer Rivera Melendez, 61, pretended to be a lawyer and offered to help more than a dozen undocumented Guyanese immigrants in Brooklyn to get green cards, has been indicted in an immigration fraud scheme in which he is accused of offering to marry two illegal Guyanese immigrants in Brooklyn to help them gain legal status. Robert M. Morgenthau, the Manhattan district attorney, also added that this man was earlier convicted of bigamy in Georgia six years ago.
Mr. Morgenthau claimed himself having 20 year of experience as a lawyer, filed documents with immigration authorities for �withholding of removal� that would have allowed immigrants to remain in the country and obtain green cards, which is actually does not allow one to obtain a green card. Instead, Mr. Melendez�s actions led federal immigration officials to begin deportation proceedings against the 14 Guyanese immigrants. The law provides for illegal immigrants who are victims of violent crime to receive temporary visas, but not victims of fraud.

I changed my employer 3 months back and didn't expect the dates to get current so soon. My labor with the new employer has just been filed. However, my previous employer told me that if I want to continue with my gc process with them, I need to be their employee again.
Does it make sense for me to do this ? My 485 will not get filed until 10 days from now because I have yet to start with the paperwork.
Will the dates retrogress by then? Please advise me folks.

Approximately how many labor applications were filed each day for EB3-India. ?
Assuming around 5-10 each day and around 300 days in a year . it would
be around 3000 . Considering that there was minor downturn in 2001-2002
year i'm assuming that Cut-Off dates should be moving faster for EB3-I.
Note: I'm in EB3 India category and trying to make a calculated guess.

This Skil bill in HR development looks very exciting....may be this will be the our savior bill. Now senate and house both has similar bills and based upon the trend, it looks there is not much resistance to this new bill.

I was on H1B until Feb 2009 and I applied for COS to H4 in Feb 2009. USCIS has received my COS application, and it is still pending with USCIS for 2 months now.
1. Can a new employer apply for a new cap-exempt H1B for me (technically a transfer, as I was on H1B for 2 years before)?
2. In that case, do I need to submit paystubs and W2s from when I last held H1B status?

Note: I did not see any posts related to this particular scenario, hence had to create a new thread.
